About PolicySoup

PolicySoup is an independent civic transparency project. We pull together data from official U.S. government sources and present it in plain language — so that anyone, not just policy professionals, can understand what Congress is actually doing.

Our goal is simple: make legislation legible. That means surfacing what a bill does, who it affects, how likely it is to pass, and what people across the political spectrum think about it — without requiring you to wade through hundreds of pages of legalese.

We believe an informed public is the foundation of good democracy. PolicySoup is our contribution to that.

What we cover

PolicySoup tracks U.S. federal legislation, roll call votes, nominations, committee activity, and the legislators behind them — across both the House and the Senate. We layer AI-generated plain-language analysis on top of official data to help you quickly understand what matters and why.

Who we are

PolicySoup is an independent project, not affiliated with any government agency, political party, or advocacy organisation. We don't take positions on legislation — our aim is to inform, not persuade.

For a fuller introduction to the project and what we're building, read our welcome post on the PolicySoup blog.

Data & methodology

We ingest data from authoritative public sources including Congress.gov and the unitedstates/congress-legislators project. See our Data Sources page for a full breakdown of upstream sources, AI analysis methodology, and known limitations.
