Eleanor Holmes Norton is an American politician, lawyer, and human rights activist. Norton is a congressional delegate to the U.S. House of Representatives, where she has represented the District of Columbia since 1991 as a member of the Democratic Party. She is serving an eighteenth term in the United States House of Representatives.

My daughter Katherine has Down syndrome, so President Trump's layoff of employees dedicated to supporting students with disabilities and their families is personal.  I joined Rep. Lucy McBath to urge the administration to rescind the termination notices sent to these employees.

Pres. Trump signed a law entitling fed workers to backpay after shutdowns, yet his admin removed critical guidance explicitly stating that these employees will be paid when the shutdown ends. I joined a letter led by Sen. Kaine asking OMB to affirm that furloughed employees will receive backpay.

GAO has authority to conduct investigations and audits of federal agencies, but its authorizing statute incorrectly defines DC as a federal agency. DC already has a local auditor and IG, so GAO's authority over DC is redundant and offensive. I introduced a bill to repeal it.

DC shouldn't be penalized for Congress' disfunction, but many of DC's strictly local land use decisions are delayed during shutdowns because the Nat'l Cap Planning Commission and Commission of Fine Arts are federal agencies.  I introduced a bill to exempt them from shutdowns.

Government shutdowns are destabilizing events with devastating consequences, especially for low-wage service workers. Republicans shut down the government, so @smith.senate.gov & I are introducing a bill to ensure federal contractors receive back pay when the government reopens.
