The ERA has complied with all of the requirements of Article V and therefore the amendment process for the ERA has been completed. The 28th Amendment - the Equal Rights Amendment - guarantees all Americans equal rights and protections under the law.
Article V of the Constitution is clear and does not provide for any limit on the time for ratification of a Constitutional amendment, and adding such a time limitation would require an amendment to the Constitution.
I agree with President Biden and the American Bar Association. The Equal Rights Amendment (ERA) became the 28th Amendment to the U.S. Constitution when Virginia was the 38th state to ratify in 2020.

Today, as Members of Congress fulfilled our constitutional duty, we remember the insurrection and those who were injured and those who lost their lives, and we continue the work to protect our democracy from those who seek to undermine or end it.
Attempts to rewrite history will fail, just as they failed to overturn the election results four years ago.
On January 6, 2021, a violent mob attacked the U.S. Capitol and tried to overthrow the results of a free and fair election. Many people, including President-elect Trump, have attempted to downplay, dismiss, deny and outright lie about what happened that day.
Today’s orderly proceedings to certify the 2024 presidential election, overseen by Vice President Kamala Harris, stands in stark contrast to the violent insurrection we all witnessed four years ago.
