Emanuel Cleaver

Emanuel Cleaver II is an American politician and United Methodist pastor serving as the U.S. representative for Missouri's 5th congressional district since 2005. A member of the Democratic Party, he previously served as the 51st mayor of Kansas City, Missouri, from 1991 to 1999, becoming the first Black person to hold that role.

From loans for local small businesses to federal grants for cancer research, President Trump is unconstitutionally trying to withhold all federal funding and usurp the power of the purse. This executive order is as unconstitutional as it is damaging to our communities.
The funding freeze by the White House could affect trillions of dollars and cause widespread disruption in health care research, education programs and other initiatives. Even grants that have been awarded but not spent are supposed to be halted.
