What Texas is attempting to do is gerrymandering, a blatant attempt to disenfranchise voters.
Gerrymandering is not required nor is it neutral. It's designed to manipulate district boundaries to disadvantage a political party or group. This means the politicians are picking their preferred voters and not the other way around.
