people suggesting "Rainfall and temperature" as "unlikely to be impacted by the road" which is also true, but a road can have impacts downstream of rainfall and temperature – surface flooding, most obviously, and heat-related impacts.
the other three all have the problem that he has no data from the before period to compare to, so he can't isolate the changes. Rainfall and mapping are extra not useful because it's likely to be redundant collection of data already available.
I _think_ the answer is supposed to be b) but they've written it so poorly that it reads like "vox popping people in the village who don't live there", which is obviously a useful piece of fieldwork to do.
been going mad trying to work out the correct answer here. reckon you can plausibly say all of these things are useless depending on how you parse the question.

now to be fair, this government service is indeed online and digital by default. they just made an error when I tried to do this digitally, and cheerily emailed me going "we've done [incorrect thing], hope that helps" from a no-reply address

calling the council at 11am and navigating the phone tree to speak to an advisor (which takes six minutes and requires you repeatedly saying something the voice assistant can't parse) gets you an automatic message warning that you might not get through to someone before the office shuts at 5pm.
