oh my god I hadn't considered this quirk: what about food that is alive? Good news! Animals are food: "live animals of a kind generally used as, or yielding or producing, food for human consumption are zero-rated"
Not ALL animals though. Only those generally used for food. Like Ostriches.
Does food have to be eaten? No! "This particular phraseology (rather than the simpler food for human consumption) was chosen deliberately to eliminate end-use considerations" It's still food if you _could_ eat it even if you don't actually sell it to be eaten
Does food have to be palatable? Don't be silly: "there are many commodities used as food ingredients which would generally be regarded as food but are wholly unpalatable looked at alone: flour is an obvious example."
Does food have to be nutritious? Of course not! "There are a number of food flavourings which, while we allow them to be zero-rated as food, have no nutritional content at all."
