Gilbert Ray Cisneros, Jr.

Gilbert Ray Cisneros Jr. is an American politician and former naval officer serving as the U.S. representative for California's 31st congressional district since 2025. A member of the Democratic Party, he previously served as Under Secretary of Defense for Personnel and Readiness in the Biden administration and was the U.S. representative for California's 39th congressional district from 2019 to 2021.

Today, the House passed a bipartisan War Powers Resolution to rein in Trump’s illegal war on Iran. The American people are united in their opposition to this reckless war of choice and now their voice has finally been heard.
Unfortunately, small businesses that don’t have corporate backing or President Trump’s full support face immense hurdles when competing in the federal market. I’m committed to advocating for our small businesses and protecting their right to compete in the federal marketplace.
I spoke about the importance of leveling the playing field for small businesses to enter, compete, and succeed in the federal defense market at today’s @HSBCDems hearing.
I had the honor of standing in for Ranking Member @velazquez.house.gov at today’s House Small Business Committee hearing. I’m proud to be a strong champion for American small businesses and the critical role they play in protecting our national security.

Last week, I had the pleasure of meeting with the Consul General of Mexico in Los Angeles, Carlos González Gutiérrez. As a proud member of the U.S.-Mexico Congressional Caucus, I discussed my support for his work to strengthen the creative partnership between Mexico and Hollywood.
We also reaffirm our commitment to fight for a better America, free of discrimination or hate, where everyone has the right to love who they love and live as who they are. I will always speak out against bigotry and use my platform to champion the LGBTQI+ community.
After struggling to get approval for his social security card, a resident of La Puente, CA reached out to my office to open casework. My staff contacted the SSA and thanks to their dedicated assistance, they resolved the delay and got him his social security card.
Unions are the backbone of our workforce. I enjoyed visiting the Western Carpenters Union Training Center this week and learning about how they support carpenters in CA-31 and across California. I’m always proud to stand with our country’s labor representatives.
This week, I visited West Covina High School and met the service-minded young men and women who participate in their JROTC program. Congratulations to each of them for being awarded the prestigious Distinguished Unit Award for 2025–2026 by the U.S. Air Force!
This week, I proudly presented Lucas Rivera and Aloysius Naughtin with Congressional Recognition Certificates for their appointments to the U.S. Air Force Academy and U.S. Naval Academy. I'm proud to see them begin their military service journey.
I enjoyed visiting the California School of the Arts - San Gabriel Valley campus this week. I held a great question and answer session with these creative students. I’m proud to support schools that provide our CA-31 students with the foundation to pursue a career in the arts.
